"CBO also said that the bill would only cut illegal immigration by about
25 percent
from its current projected levels — a devastating finding
for a bill that backers have sold as the only way to head off illegal
immigration in the future....
CBO said the enforcement provisions in the bill will have some effect, though it will not solve the problem....
“Other aspects of the bill would probably increase the number of
unauthorized residents—in particular, people overstaying their visas
issued under the new programs for temporary workers,” CBO said. “CBO
estimates that, under the bill, the net annual flow of unauthorized
residents would decrease by about 25 percent relative to what would
