US taxpayer funds given to unelected crazies at the UN are always no-strings, can be put in Swiss bank accounts without consequence. This 'coalition' to reduce non-CO2 pollutants hardly requires yet another UN group entailing unaccountable staff and expensive international air travel to confabs paid for by US taxpayers.
4/24/12, "World Bank Joins Climate & Clean Air Coalition," web.worldbank.org
"The World Bank has joined a growing coalition of international partners working to fast-track action on reducing black carbon, methane, and a range of fluorinated gases called HFCs, substances that scientific research indicates trigger wide-ranging damage to health, climate, and crops.
Members of the Climate and Clean Air Coalition, meeting in Stockholm in parallel with the Stockholm +40 International Conference on Sustainable Development, announced five new initiatives toward those efforts on April 24 and introduced six new partners in the coalition....
They also agreed on a new trust fund with initial pledges of about $16.7 million, to be managed by the UNEP-hosted secretariat, to support the coalition’s work. And they discussed additional initiatives – including a proposal by Ghana on agricultural/forest open burning and a proposal by Bangladesh on cook stoves – that are to be further developed over the coming weeks."...

"Some of the mightier U.N. organizations, like the U.N. Environmental Program (UNEP) and the World Health Organization, were deemed “critical” by the British in terms of their international role, but were rated merely “adequate” for their performance....
The British government, long one of the U.N.’s staunchest supporters, in a sweeping and hard-nosed reorganization of priorities for its $10.6 billion multilateral foreign aid program, has pulled the financial plug entirely on four U.N. agencies at the end of next year,
put three others judged merely “adequate” on notice that they could face the same fate unless they improve their performance- “as a matter of absolute urgency.”"...

- channeled through non-U.N. institutions, such as the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM),
The implementing agencies typically charge a percentage for their services."
