"The problem emerged in 2012, when it became known that at least
two suspected terrorists eluded US law enforcement and slipped past
the no-fly list onto commercial flights, revealed a new report from
the US Department of Justice’s inspector general....
The inspector general's report said ”a small but significant
number” of suspects actually used commercial flights, but
