Obama approval below 40% for first time since 11/15/09, Gallup poll

Obama has a permanent constituency of almost half the voters, ie those who don't pay federal income tax and those who view ObamaCare as the greatest thing in their lives:

Gallup just says respondents were 'national adults.' It doesn't say what percentage are likely voters. ed.
