Media convey Gulf drilling ban as a matter up to Obama alone, judge ruling against Obama not mentioned

.
A judge has twice disallowed Obama's Gulf drilling ban, yet articles I see on the status of drilling leave the impression that Obama alone is allowed to decide when drilling will resume.

9/1/10, Wall St. Journal, "Judge deals new blow to drilling moratorium," by S. Power
9/16, Bloomberg, "US loses bid to shield papers in Drill-ban case," by Calkins and Fisk
  • Articles from Reuters, Bloomberg and AOL News linked below don't mention that the judiciary has any part in the matter.
10/1/10, Reuters: "Interior Secretary reviewing report on drilling ban," by A. Rascoe
10/1/10, Bloomberg, "Obama budget process held up while Landrieu keeps Lew in limbo," by R. Runningen
From the article: "“I think it is sad, and I think it’s outrageous,” (Obama Press Secretary) Gibbs said yesterday.
  • Senator Landrieu isn't the story. The judiciary is the story.
9/7/10, AOL News, "Gulf drilling moratorium may be lifted early," by Laura Parker
But Michael Bromwich, director of the newly organized Bureau of Ocean Energy Management, told the Oil Spill Commission
.
