“‘Pandemics mean different things to different people’
Dr. Anthony Fauci, director of the US National Institute of Allergy and Infectious Diseases, said earlier this month that there is no actual scientific, definitive definition of what constitutes a pandemic.
“It really is borderline semantics, to be honest with you," Fauci said.
He added that there could be arguments on either side as to whether the coronavirus outbreak could be described as a pandemic.

Added: Miraculously, in 2017 World Bank knew “pandemic bonds” would be the next big thing for both investors and poor countries. But, Reuters says, 4/20/20, “Campaigners have been critical of the complex instrument which now pays out only after reported cases of coronavirus have crossed more than 2.26 million globally and killed more than 154,613 people."

World Bank has 386 pages of requirements before Covid payouts. For example, a certain number of PCR tests (polymerase chain reaction tests) must be given, followed by a certain number of “cases” found by PCR tests, then the percentage of Covid “cases” has to exceed a percentage of total global “cases.” Additional triggers include numbers of “cross border” deaths and a waiting period of at least 12 weeks.

World Bank says: “The confirmation ratio: confirmed cases as percentage of total cases must exceed 20%.
Cross-border spread: the outbreak needs to be in more than one country, each having had 20 or more fatalities.
