1/22/15, "Senate Rejects Human Role in Climate Change," NY Times, Coral Davenport. 1/23 print ed.
A
third, Republican-sponsored amendment, which was rejected 51 to 46, was
more political in nature. Offered by Senator Roy Blunt of Missouri, it
called on the Senate to nullify a climate change agreement in November between the United States and China in which both nations pledged to reduce their carbon emissions." (last paragraph of article)

Comment: By defeating this amendment Republicans said it's fine for the U.S. to make agreements that impose greater greenhouse gas restrictions on the US than partners:
.
"Blunt also introduced the "U.S.-China Greenhouse Gas Agreement Amendment," which expresses a Sense of the Senate that the United States should not sign bilateral or other international agreement on greenhouse gases that will cause serious harm to our nation’s economy. It also states that the U.S. should not agree to any bilateral or other international agreement imposing unequal greenhouse gas commitments for the U.S. and other countries. Sen. Blunt's greenhouse gas treaty "sense of the Senate" that NY Times reports was voted down is second of two amendments noted below:
1/21/15, "Senator Blunt seeks to block Obama’s greenhouse gas deal," SuntimesNews.com, St. Genevieve, Missouri
"U.S. Senator Roy Blunt (Mo.) today introduced two amendments to protect workers and families in Missouri and nationwide and block President Barack Obama’s continued executive over-reach. The legislation was introduced as amendments to the legislation to approve construction of the Keystone XL Pipeline, which Blunt co-sponsored.
The "Community Affordability Amendment" directs the Environmental Protection Agency (EPA) to collaborate with the National Academy of Public Administration to review existing studies of costs associated with major EPA regulations. The amendment also directs the administration to determine how different localities can effectively fund municipal projects. To read the amendment, click here.

Added: Also from NY Times article, for those who ever thought Joe Manchin was remotely a good guy note the word "devastating": "Senators voted 54 to 46 not to take up an amendment offered by Senator Joe Manchin III, Democrat of West Virginia, that also declared human-caused climate change to be real and devastating, and urged the government to support research on technologies that would capture carbon emissions from fossil fuels."
