Administration officials said that Shahzad was placed on the federal no-fly list after authorities identified him, but the addition was too recent for the systems to automatically trigger an alert. U.S. Customs and Border Protection (CBP) instead resorted a more conventional "be on the lookout" type of alert to prevent Shahzad from fleeing.
Following is the exchange between the control tower and Emirates flight as it was on the runway and preparing for takeoff with Shahzad, and called back to the gate:"...

We have been told by a law enforcement official that, in fact, the JetWay (ph) had been pulled back from that aircraft when authorities became -- contacted the flight and said we need to take some people off of this. And that our suspect in this case very nearly got away." ****

Authorities said that despite the manhunt,
- his passport had not been flagged and he was able to buy a ticket
- with cash and clear airport security.
New York City Mayor Michael Bloomberg, while refusing to criticize any agency Tuesday morning, said Shahzad was "clearly on the plane and shouldn't have been."...
- The flight had begun to taxi for takeoff when
FBI agents ordered it to return to the gate where Shahzad and two others were taken into custody. The other two were later released, authorities said....
- Authorities said they found a 9 mm handgun in Shahzad's car and two loaded ammunition magazines....
Shahzad is a naturalized American citizen, who had recently returned
- from a five-month trip to Pakistan and the city of Peshawar, a known jumping off point
- for al Qaeda and Taliban recruits."...
