"A man suspected in the shooting death of a woman at a busy San Francisco tourist destination has seven felony convictions and has been deported five times, most recently in 2009, a federal agency said Friday.

U.S. Immigration and Customs Enforcement had turned Francisco Sanchez over to San Francisco police March 26 on an outstanding drug warrant, agency spokeswoman Virginia Kice said. His criminal history includes seven prior felony convictions, four involving narcotics charges.

Officers arrested Francisco Sanchez on about an hour after Wednesday's seemingly random slaying of Kathryn Steinle at Pier 14 -- one of the busiest attractions in the city. People gather there to take in the views, joggers exercise, and families push strollers at all hours.

Sanchez was on probation for an unspecified conviction, police Sgt. Michael Andraychak said Thursday. Kice said ICE issued a detainer for Sanchez in March, requesting to be notified if he was going to be released. The detainer was not honored, she said.

"ICE places detainers on aliens arrested on criminal charges to ensure dangerous criminals are not released from prisons or jails into our communities," Kice said.

Friday evening, an attorney for the San Francisco Sheriff's Department said it had no authority to honor the immigration hold. Freya Horne said that federal detention orders are not a "legal basis" to hold someone, so Sanchez was released April 15.

San Francisco is one of many "sanctuary cities," which prohibits city employees from helping ICE with immigration investigations or arrests unless it is required by law or there is an active arrest warrant, CBS News affiliate KPIX reported.

Steinle, 32, was gunned down while out for an evening stroll with her father along the waterfront. Police said witnesses heard no argument or dispute before the shooting, suggesting it was a random attack.

"There were no words exchanged between the suspect and the victim," Andraychak told KPIX. "The victim said something to her family members to the extent that she didn't feel well, that she just realized something had taken place and she fell to the ground."

Liz Sullivan told the San Francisco Chronicle her daughter's killing was unbelievable and surreal. "I don't think I've totally grasped it," Sullivan said.

Andraychak said witnesses snapped photos of Sanchez immediately after the shooting, and the images helped police make the arrest while he was walking on a sidewalk a few blocks away.

Police were still waiting for fingerprint identification on Sanchez, who is believed to be a 45-year-old whose last address was in Texas. Authorities said he does not yet have a lawyer who could be reached for comment. Sullivan told the Chronicle that her daughter turned to her father after she was shot and said she didn't feel well before collapsing.

"She just kept saying, 'Dad, help me, help me,'" Sullivan said.

Her father immediately began CPR before paramedics rushed the woman to the hospital.

"She fought for her life," Sullivan said.

Steinle went to high school and previously lived about 40 miles east of San Francisco, the newspaper said. She recently moved just blocks from the waterfront and worked for a medical technology company." "A U.N. panel accused Mexico on Thursday of "grave and systematic" rights violations for failing to solve the killings of hundreds of women in the past decade near the Mexico-U.S. border. 

The U.N. Committee on the Elimination of All Forms of Discrimination Against Women said it was "greatly concerned at the fact that these serious and systematic violations of women's rights have continued for over 10 years." 

The panel, in a report, "notes with consternation that it has not yet been possible to eradicate them, to punish the guilty and to provide the families of the victims with the necessary assistance." The murder spree in Ciudad Juarez, an industrial sprawl bordering Texas where many U.S. firms seeking to cut labor costs have set up "maquiladoras," or assembly plants, has generated international outrage but few convictions. 

Some 320 women were the victims of unsolved murders in Ciudad Juarez between January 1993 and July 2003. 

Suggested motives have included drug trafficking, trafficking in organs, trafficking of women for sexual exploitation, domestic violence, sexual violence and the production of violent videotapes. Under pressure after highly publicized visits to the city by U.N. investigators and U.S. lawmakers, President Vicente Fox has appointed a special commissioner to oversee efforts to stop the killings and improve investigations. 

The Mexican government, in a formal response, acknowledged the murders "constitute a breach of women's human rights" but said their origin "lies in entrenched cultural patterns of discrimination." The problem was made worse by a lack of staff and money, but that was being addressed and the government "reiterates its commitment to continue these efforts," it said. 

IMPROVING OR SPREADING? 

But (UN) committee member Maria Regina Tavares da Silva, who visited Mexico as part of the panel's inquiry, said progress was slow and it was hard to say whether the situation was improving or in fact spreading to other parts of Mexico.

 "To a certain extent it is being addressed and it will take some time...due to a cultural environment that does not change overnight," she told a news conference. 

The committee issued the report 28 months after two private rights groups, Casa Amiga in Ciudad Juarez and New York-based Equality Now, filed a complaint under a 2002 international convention that Mexico had just ratified. 

Mexican authorities have said it was difficult to tie together the many killings, disappearances and other violence against women in Mexico's Chihuahua state. Some rights groups fear some of the perpetrators might be Americans who come to the area from north of the border. Mexican authorities have been working with the U.S. Federal Bureau of Investigation on the problem since 1995. 

The report said the victims were by and large "young women of humble origins -- maquila workers, students or employees of commercial companies -- who are abducted and kidnapped and then either raped and murdered or made to 'disappear.'" 

Even in the most recent cases, with authorities more aware of the seriousness of the crimes, "the state of the investigations is not entirely clear, and there are questions about the effectiveness of the legal process."

"Communicable diseases continue to be a problem at the New Mexico facility built to house illegal immigrant families surging across the U.S.-Mexico border, and the immigrants themselves aren’t taking their own health care very seriously, according to an audit released Monday.

While the Border Patrol is doing a good job of handling the surge of illegal immigrant children traveling alone without their parents, the families who are being housed at a special facility continue to have health problems and trouble using the bathroom, the Homeland Security inspector general said.

“Family unit illnesses and unfamiliarity with bathroom facilities continued to result in unsanitary conditions,” Inspector General John Roth wrote in a memo to Homeland Security Secretary Jeh Johnson.

Mr. Roth said the illnesses — which put the facility in Artesia, New Mexico, on lockdown earlier this year, preventing any immigrants from being transferred in or out — have proved to be a continuing problem.

Part of the issue is the immigrants themselves, some of whom have never seen a doctor before, don’t follow up afterward, either for themselves or their children.

“If detainees do not attend sick call or stand in line to receive daily medications, they remain sick and their illnesses tend to get worse,” the inspector general said.

The inspector general has been reviewing how U.S. Customs and Border Protection (CBP), a part of the Homeland Security Department, has handled the surge of children that began to spike earlier this year.

Immigrant-rights groups had filed dozens of complaints arguing children had been physically or verbally abused by agents and officers, but the inspector general has not yet been able to substantiate any of those complaints and said in its own random interviews it hasn’t uncovered any new complaints about wrongdoing.

The surge of children has dropped dramatically, from about 10,000 a month in May and June down to a little more than 3,100 in August — and the numbers appear to have remained low in September, the inspector general said.

The Department of Homeland Security didn’t provide a comment on the latest report, which is the third one the IG has issued since the surge of children.

Investigators said with the drop in the number of children, the Border Patrol is processing those that are arriving much faster. Most are turned over to the Department of Health and Human Services within 6 hours, or well ahead of the 72-hour deadline set by federal law.

Conditions have improved so much that the IG said it was scaling back its investigations, though it could ramp up again if apprehensions go up or if new, credible allegations of abuse come to light.

The one hiccup the investigators did find is that some CBP officers at one facility weren’t trained in how to segregate immigrant children with communicable diseases. CBP officials said they would make sure to assign trained officers whenever there were unaccompanied children at that facility.

Previous reports had detailed some of the difficulties of handling the surge, including the communicable diseases some brought, such as scabies, lice or chickenpox.

And investigators found “unfamiliarity” with bathrooms resulted in unsanitary conditions,   including “exposure to human waste.”

Volunteers who have been at some of the facilities have reported that the children and families would often try to throw used toilet paper away, 

rather than flush it down the toilet."
