This is the work of Secretary of Interior Ken Salazar and Secretary of Agriculture Tom Vilsack. In a letter to them from the Western Governors’ Association:

• “…The ramifications of such legal position extend to the very heart of the Western states exclusive ownership and/or management and control of the groundwater resources within their respective boundaries

Jay Stein, a lawyer representing the city of Las Cruces, who has filed as an intervener in the case, said the outcome of the hearing could potentially affect the city’s water supply.

“In the pending water rights adjudication in state district court, here in Las Cruces, the court has turned to the United States’ claims. Foremost among these is the issue of the United States’ claims to “groundwater’ or to “project water in the ground,’ as they have termed it.

These claims are not supported by any actual beneficial use of groundwater. Nor are they supported by state law which governs proceedings in the adjudication.

“These water claims are unqualified but potentially could amount to hundreds of thousands of acre-feet per year.”

US Senate is told 5 climate lies about UN IPCC & NOAA reports re climate disasters, droughts, floods by actual IPCC author and climate 'expert' Field

"The politicization of climate science is so complete that the lead author of the IPCC's Working Group II on climate impacts feels comfortable presenting testimony to the US Congress that fundamentally misrepresents what the IPCC has concluded. I am referring to testimony given today by Christopher Field, a professor at Stanford, to the US Senate.

This is not a particularly nuanced or complex issue. What Field says the IPCC says is blantantly wrong, often 180 degrees wrong. It is one thing to disagree about scientific questions, but it is altogether different to fundamentally misrepresent an IPCC report to the US Congress. Below are five instances in which Field's testimony today completely and unambiguously misrepresented IPCC findings to the Senate. Field's testimony is here in PDF.

1. On the economic costs of disasters:

Field: "As the US copes with the aftermath of last year’s record-breaking series of 14 billion-dollar climate-related disasters and this year’s massive wildfires and storms, it is critical to understand that the link between climate change and the kinds of extremes that lead to disasters is clear."

What the IPCC actually said: "There is medium evidence and high agreement that long-term trends in normalized losses have not been attributed to natural or anthropogenic climate change"

Field's assertion that the link between climate change and disasters "is clear," which he supported with reference to US "billion dollar" economic losses, is in reality scientifically unsupported by the IPCC. Period. (More on the NOAA billion-dollar disasters below.) There is good reason for this -- it is what the science says. Why fail to report to Congress the IPCC's most fundamental finding and indicate something quite the opposite?

2. On US droughts:

Field: "The report identified some areas where droughts have become longer and more intense (including southern Europe and West Africa), but others where droughts have become less frequent, less intense, or shorter."

What the IPCC actually said: "... in some regions droughts have become less frequent, less intense, or shorter, for example, central North America ..."

Field conveniently neglected in his testimony to mention that one place where droughts have gotten less frequent, less intense or shorter is ... the United States. Why did he fail to mention this region, surely of interest to US Senators, but did include Europe and West Africa?

3. On NOAA's billion dollar disasters:

Field: "The US experienced 14 billion-dollar disasters in 2011, a record that far surpasses the previous maximum of 9."

What NOAA actually says about its series of "billion dollar" disasters: "Caution should be used in interpreting any trends based on this [data] for a variety of reasons"

Field says nothing about the serious issues with NOAA's tabulation. The billion dollar disaster meme is a PR train wreck, not peer reviewed and is counter to the actual science summarized in the IPCC. So why mention it?

4. On attributing billion dollar disasters to climate change, case of hurricanes and tornadoes:

Field: "For several of these categories of disasters, the strength of any linkage to climate change, if there is one, is not known. Specifically, the IPCC (IPCC 2012) did not identify a trend or express confidence in projections concerning tornadoes and other small-area events. The evidence on hurricanes is mixed."

What the IPCC actually said (p. 269 PDF): "The statement about the absence of trends in impacts attributable to natural or anthropogenic climate change holds for tropical and extratropical storms and tornadoes"

Hurricanes are, of course, tropical cyclones. Far from evidence being "mixed" the IPCC was unable to attribute any trend in tropical cyclone disasters to climate change (anywhere in the world and globally overall). In fact, there has been no trend in US hurricane frequency or intensity over a century or more, and the US is currently experiencing the longest period with no intense hurricane landfalls ever seen. Field fails to report any this and invents something different. Why present testimony so easily refuted? (He did get tornadoes right!)

5. On attributing billion dollar disasters to climate change, case of floods and droughts:

Field: "For other categories of climate and weather extremes, the pattern is increasingly clear. Climate change is shifting the risk of hitting an extreme. The IPCC (IPCC 2012) concludes that climate change increases the risk of heat waves (90% or greater probability), heavy precipitation (66% or greater probability), and droughts (medium confidence) for most land areas."

What the IPCC actually says (p. 269 PDF): "The absence of an attributable climate change signal in losses also holds for flood losses"

and (from above): "in some regions droughts have become less frequent, less intense, or shorter, for example, central North America"

Field fails to explain that no linkage between flood disasters and climate change has been established. Increasing precipitation is not the same thing as increasing streamflow, floods or disasters. In fact, floods may be decreasing worldwide

• and are not increasing the US.

The fact that drought has declined in the US means that there is no trend of rising impacts that can be attributed to climate change. Yet he implies exactly the opposite. Again, why include

• such obvious misrepresentations when they are so easily refuted?

Field is certainly entitled to his (wrong) opinion on the science of climate change and disasters However, it utterly irresponsible to fundamentally misrepresent the conclusions of the IPCC before the US Congress. He might have explained why he thought the IPCC was wrong in its conclusions, but it is foolish to pretend that the body said something other than what it actually reported. Just like the inconvenient fact that people are influencing the climate and carbon dioxide is a main culprit,

• the science says what the science says.

Field can present such nonsense before Congress because the politics of climate change are so poisonous that he will be applauded for his misrepresentations by many, including some scientists. Undoubtedly, I will be attacked for pointing out his obvious misrepresentations. Neither response changes the basic facts here. Such is the sorry state of climate science today."

The Institute for Supply Management’s factory index was 49.8 last month, little changed from a three-year low of 49.7 reached in June, the Tempe, Arizona-based group said today. Economists surveyed by Bloomberg News projected a reading of 50.2, according to the median estimate, just above the 50 mark that separates expansions and contractions.

The report showed bookings dropped for a second month, indicating Europe’s debt crisis and the looming U.S. government spending cuts and tax increases that constitute the so-called fiscal cliff are taking a toll on customers globally. Federal Reserve policy makers are meeting today to determine if the world’s largest economy needs another dose of stimulus as companies such as Cummins Inc. (CMI) (CMI) lower sales forecasts....

Another report showed companies added more workers than projected in July. Payrolls climbed by 163,000 workers after a 172,000 gain the prior month, Roseland, New Jersey-based ADP Employer Services said. The median estimate of 38 economists surveyed by Bloomberg News called for an advance of 120,000....

U.K. manufacturing shrank in July the most in more than three years as export orders slumped, according to data from London-based Markit Economics. Euro-area factories contracted for a 12th month in July, according to a separate report. A gauge of manufacturing in the 17-nation region fell to a 37- month low of 44 from 45.1 in June.

China’s manufacturing teetered on the edge of contraction in July and South Korea’s exports declined, other figures showed.

Estimates for the U.S. ISM index in the Bloomberg survey of 84 economists ranged from 48.5 to 52. Manufacturing accounts for about 12 percent of the economy and has been a linchpin for the expansion that began in June 2009.

The ISM’s new orders measure was little changed at 48 from 47.8 in June, the worst back-to-back readings since the economy was in the recession. Three industries in the survey reported growth in bookings, the fewest since February 2009. The group’s export gauge dropped to the lowest level since April of that year....

The ISM’s production index was little changed at 51.3 after 51 in June, while a gauge of employment decreased to 52, the lowest level since December 2009, from 56.6 in June.

"The Associated Press reported, and National Public Radio has repeated, a vicious lie about Mitt Romney--one that is being propagated by Palestinian propagandists with a proven history of lying, and that is being circulated by the mainstream American media, delighted by the prospect of painting the presumptive Republican nominee as a bigot.

NPR’s hourly news, read by Craig Windham, alleged that Romney told Jewish donors at a fundraiser in Jerusalem on Monday that “Jewish culture” allowed Israel to be more successful than its Palestinian neighbors. That blurb was accompanied an hour later by a short story from Sheera Frankel--who had reported earlier that nothing Romney said at the event had been made public, but that “one of the attendees” had told her his remarks had been “light and easy.” She also had reported initially that the fundraiser had been for “supporters...both from Israel and abroad,” as opposed to “Jewish donors.”

In her new story, Frankel reported the remarks as the AP presented them--including the reference to “Jewish donors.” She also repeated the AP’s implied criticism of Romney, using quotes from Palestinian official Saeb Erekat, who called Romney’s comments “racist.” Another report by Frankel later reinforced the AP and Erekat’s false meme.

In the first place, Romney never said the words “Jewish culture.” They were put into his mouth by Palestinian officials looking to score points against a pro-Israel candidate--and to shore up Barack Obama. (He may not have met their wildest expectations, but has reset the starting point of peace talks in their favor with his push for a settlement freeze, his references to the 1967 borders and his refusal to declare Jerusalem Israel’s capital.)

It is astounding that the AP and NPR continue to credit the words of Erekat--the man who did more than anyone else to propagate the lie, ten years ago, that there had been a “massacre” of hundreds of Palestinian civilians in Jenin during Israel’s Operation Defensive Shield. Yet Erekat somehow still has an open line to the AP and other western mainstream media outlets, who repeat his propaganda to the world as fact.

The AP and NPR also editorialize that Romney ought to have mentioned “the stifling effect the Israeli occupation has had on the Palestinian economy in the West Bank” as a factor in the two countries’ relative economic success. In fact, the Israeli occupation is not a cause of Palestinian poverty. The Palestinian economy grew during the two decades prior to the first intifada, and has also enjoyed periods of growth since then. It has contracted during periods of confrontation--particularly during the second intifada, a pointless terrorist war that caused Israel to turn elsewhere for trade and labor.

Even from the AP’s report, it is clear that Romney did not refer to Jewish culture but Jewish history--specifically, survival in hard times--as a contributing element to Israel’s “economic vitality” and an Israeli--as opposed to specifically Jewish--culture of success:

"As you come here and you see the GDP per capita, for instance, in Israel which is about $21,000, and compare that with the GDP per capita just across the areas managed by the Palestinian Authority, which is more like $10,000 per capita, you notice such a dramatically stark difference in economic vitality," the Republican presidential candidate told about 40 wealthy donors who ate breakfast at the luxurious King David Hotel.

Romney said some economic histories have theorized that "culture makes all the difference."

"And as I come here and I look out over this city and consider the accomplishments of the people of this nation, I recognize the power of at least culture and a few other things," Romney said, citing an innovative business climate, the Jewish history of thriving in difficult circumstances and the "hand of providence." He said similar disparity exists between neighboring countries, like Mexico and the United States.

The AP and NPR have twisted his words to make it appear as if Romney was making a bigoted remark about Arabs or Palestinians--using an negative Jewish stereotype in the process.

But it is the AP and NPR that introduce that stereotype with their description of “Jewish donors.” The goal--as with the apocryphal “Anglo-Saxon” comment in the UK--is to make Romney out to be a bigot, lest American voters be impressed by his trip abroad.

It is neither controversial nor racist to describe cultural differences between societies--or even within societies--as a factor in creating different economic outcomes. Israel is a society that venerates Nobel Prize winners; Palestinian culture celebrates suicide bombers. Israel attempts to provide equal opportunity for all--including Arabs, who benefit from affirmative action policies; the Palestinian Authority is insular and corrupt. The point is that economic culture can change--as it did in East Asia, and as it is doing even in parts of the Arab world.

Romney made no claim about the "cultural superiority" of Jews over Arabs, as Erekat claims--and as the AP and NPR report dutifully, recycling a false meme of Jewish self-regard that is common in both anti-Israel propaganda and antisemitic literature. Instead, Romney praised Israel's entrepreneurial culture--which is striking precisely because it runs counter to the socialist politics many Jews brought with them to their new state. The AP and NPR have disgraced themselves in twisting Romney's words to provide fodder for his critics." via Michael Savage
