Bloomberg News headlines and frames Aug. jobs numbers as caused by Verizon, but in paragraph 7 US gov. official says Verizon had nothing to do with it

Paragraph 7 is even preceded by a sub-head to the government statement that Verizon was not the reason for slight change in new jobless claims. Bloomberg has already headlined and framed the story claiming the opposite:
